In memoriam: Thomas W Novotny

As this issue of The Public Manager was being plucked together, the journal's long-time publisher and formative editor, Thomas W Novotny, took ill and later died of cancer upon April 7 at the age of 75 Tom, who was a retired federal executive, had been a shut associate and colleague of mine for many years. For greatest in quantity of us who came to know and admire him, this unique publication of by the agency of and for public managers is a reflection of Tom's prize and affinity towards public service
