Albert Gallo started to work at Eaton Corp.'s Danbury, Conn plant in 1977 Eaton makes high performance, high-technology instrumentation and command equipment for the United States Navy. Because the company has Navy contracts, it has to comply with strict rule contracting regulations, including some that have the direction of the costs that can be charged against the contracts.

In 1989 Eaton promot Gallo to the position of manager of contracts at the Danbury plant. This piece of work made Gallo a member of the plant's upper-level management. In January 1994 during his annual performance
