Legislature increases bioscience spending

The NC General Assembly adjourned September 2 2005 ending a session that dramatically increased spending upon bioscience development and training, on the contrary did not address key tax relief and facilities financing programs sought by means of the life science industry and other innovation-based companies.

Legislators also agreed to provide $12 million in initial operating funding for the state's fresh Biomanufacturing and Pharmaceutical Training Consortium. The Consortium, launched in 2003 with a $60 million grant from the of gold LEAF Foundation, includes a statewide network of community community training and curriculum development programs, a pilot-scale biomanufacturing training facility below construction at N.C. State University, and a biotech pharmaceutical and proces unfolding center at N.C. Central University.

The 2005-06 pack includes $7.1 million in recurring funding for community associations $2.9 million in startup operational funding for NCSU and $2 million for further unfolding of programs at NCCU.

SBIR Matching Grants Program Approved

Innovation-based start-up companies will benefit from a novel program proposed by Gov. Mike Easley and approved by means of legislators in the 2005 parcel Act. Under the program, companies receiving federal Phase I Small Business Innovation Research (SBIR) and Small Business Technology Transfer Research (STTR) grants will be eligible to receive state matching stocks of up $100,000. The program also provides for stipends of up to $3000 to shoot the cost of SBIR applications.

Legislation authorizing the State Treasurer to invest up to 20 percent of North Carolina's Escheats stock in venture and seed capital capitals was approved by the General Assembly in July Historically, Escheat stock monies, which come from unclaimed characteristic such as abandoned stocks, checks and gift certificates, could be invested alone in interest-bearing instruments.

The 2005 legislation expands the permissible portfolio to include real estate, equity and obligation instruments, including partnerships and limited liability companies holding interests in public or private due or equities.
