Carmichael v Richards, 307 FSupp2d 1014 (S.D.Ind.2004). A shire jail prisoner who was injured through his cellmate brought a [section] 1983 action against a sheriff in his individual and official capacities, claiming that the sheriff failed to take reasonable measures to render certain his physical safety, and did not provide necessary medical care. The district court granted summary discernment in favor of the defendants. The court held that the sheriff could not be held individually liable for failing to make secure the physical safety of a medium security inmate who was
