Alton district, police join forces to test students at school events. Alton Police Chief Chris Sullivan said that the effort is not an attempt to arrest learners for illegal drinking, but is intended as a safety measure. Sullivan noted that the testing is being done by the agency of school personnel, and not through law enforcement officers.
