Increased Budget for the NEA? - Brief ArticleAre the days of belt-tightening above for the National Endowment for the Arts? President Clinton's propos packet for fiscal year 2000 includes a $52-million increase in the endowment's stocks The $150 million requested for the agency exhibits a figure more than 50 percent above its current funding level of $98 million, admitting it is less than the $168 million askinged for the years 1998 and '99 In the two of the past two years, the agency received $98 million, barely surviving House attempts to eradicate it altogether. The NEA budget's peak was $176 million in 1992 with equal reason far, the proposed increase has not produc the usual Congressional venom. This may be partially to be paid to overall changes in by what mode the agency distributes funds, of the like kind as eliminating individual artist grants. In addition, NEA director Bill Ivey has announced a of recent origin initiative called Challenge America, a program designed to improve arts access completely through the country and earmarked to receive $50 million of the $52-million increase. The program would dole without funds in four ways: grants of $5000-$10000 would make progress to about 1,000 communities in underserv areas for specific arts projects; grants of $50000-$150000 would go on to 150 arts institutions to help expand community involvement; unspecified capitals would be given to 10 to 20 partnership programs between national arts organizations and regulation agencies; and $20 million would be directed to state agencies for arts education, after-school arts programs, regional touring programs for underserv communities and organizations devot to folk art and cultural heritage preservation. Also in the President's propos bundle is an increase of $407 million for the National Endowment for the Humanities.
