request and received the filled complement of staff requested at
one expansion pillar This gap in approving the assignment of VSO
indicates that DH either overestimated the staff it straited to
conduct activities at each pillar or will not have enough staff at
each pillar to effectively impact the visa adjudication proces at
these locations.
