Is public procurement being sold out?(COMMON SENSE)(Editorial)

I know in what way public money is being spent--and who is spending it. As a contrivance professional who consults for federal, state, and local regulations I've seen how professional procuration can be a proactive, strategic-management tool to render certain responsive, responsible government. I've also witnessed public agency being used as a political fruit of the plum-tree plucked daily at the cost of the public.
