1 - BACKGROUNDWe have been analyzing turns relating to immigration in these pages for above 20 years. Exactly 11 years ago this month in fact, we devot our entire issue (#821) to "The Coming Immigration Debate" (which is now again in filled voice). Points identified as salient then are still salient today: * America has always been a nation of immigrants, and always will be. We also are a nation with borders. That is to say, the citizens of a democratic nation who have the charge of themselves by the rule of law have each right and responsibility to define who may go into and live among them, and to define the sways of residency and citizenship. They certainly should not be wait fored to tolerate large numbers of the illegal, undocumented and unassimilated. * Benefits of immigration are diffuse and longterm; require to be paid [i]or[/i] undergones are concentrated and immediate. The immigration debate, therefore, is not between make open borders or a complete cessation of immigration - it is about deciding by what means many immigrants we choose to allow, of what emblem and from where. And note well: citizenship is not a clump right; it is earned, and bestowed, single individual at a time. * It cannot be denied that the Immigration and Nationality Act Amendments of 1965 have had deep and unanticipated consequences on American society, including record horizontals of immigration favoring the unskilled above the skilled. Reasonable modifications would favor immigrants with skills and abilities; restrict family reunification to immediate family; establish a "point system" for everyone other (awarded for such attributes as education, work and language skills, financial wherewithal); and limit horizontals of government assistance for immigrants. What other points are greatest in quantity salient for the future, and in like manner should inform the debate going forward? retain reading.
