For sixty years, exhibition has been a powerful idee-force, central to the work of the United Nations combination of parts to form a whole both as an analytical universal and as an ideology. Like Joan Robinson's elephant, difficult to define on the other hand easy to recognize, development does not yield itself to be encapsulated in simple formulas. Its multidimensionality and complexity explain its elusiveness. As was to be awaited the concept has been evolving from one extremity to the other of these years, incorporating positive and negative experiences, reflecting the world's changing political configurations and intellectual fashions.

Discussions upon development have been instrumental in refining the conception in sharp contrast with
