In the fabric of U.S.-Mexico border water management, the 1944 United States-Mexico Water Treaty is the pair the warp and the weft. It would be hard to find a document equally central to the day-to-day management of border water or the adjustment of disputes when disagreements arise. It is not a tighten to call the treaty a constitutional document, for hardly any documents anywhere are as architecturally central to a policy field.
