Tulsa developers seek to build commercial complex in Arkansas River

Backers of a proposal to raise office, residential and retail exhibition within Zink Lake hope to garner about $500 million in a Tulsa shire sales tax proposal to go on before voters in December.

First outlined in a front-page Tulsa World article, the plan has been neared to mayors and city managers across Tulsa County

Owasso city manager Rodney J Ray, who participated in individual of these meetings, suggested the plan would use up to $600 million in public and private capitals to build three islands and linking infrastructure within Zink Lake, a section of the Arkansas River just north of the 21st road Bridge.

This would help generate up to $700 million in private investment beneath the development plans.

"The propos initial funding for the cast consists of a private-public sector partnership of which $100 million would draw near from private donors and approximately $500 million from a propos 4/ 10th of a penny sales tax that Tulsa shire voters would be asked to approve," Ray said in his weekly report to the Owasso City Council.

Tulsa shire voters approved a similar tax in 2003 as part of the Vision 2025 throw out its funds dedicated to a Boeing incentive package. When that sought-after plant didn't materialize, neither did the tax.

Ray noted the proposal involves a special election in December above the tax proposal, which would require shire commissioner approval by October. The proposal also faces other potential snarls, including coordination with other river disclosure plans and the approval of the Army Corps of Engineers.
